I see that after doing some updates the notebook restart and now will not go past the HP logo on startup. I will try to assist you with this.
The only real option you'd have is a system recovery, or fresh installation of Windows. As you have no recovery media and cannot get into safe mode. The last option is trying F11, to see if you can get into Recovery Manger, if you can you should be able to recovery the notebook.
If you cannot, then I would suggest contacting support to see what they can do to help you.
