I have a envy 17 laptop with Windows 8.1 and I was trying to change the display settings after applying one the mouse and all the icons on the desktop disappeared I tried accessing task manager but the screen just switched to a light blue color with no error message. Ive tried restarting it but that hasn't done anything anybody know what to do?

Try a Hard reset:
To perform a hardreset, use the following steps:
- Remove the computer from any port replicator or docking station.
- Disconnect all external connected devices: USB storage devices, external displays, printers, etc.
- Unplug the AC adapter from the notebook computer, Complete shut down laptop--> SHIFT + click SHUTDOWN
- Remove the battery from the battery compartment.
- Press and hold down the power button for about 30 seconds to drain any residual electrical charge from the capacitors that protect the memory.
- Wait for few minutes - leave the laptop on the desk
- Insert the battery and plug the AC adapter back into the notebook PC; but do not connect any of the peripheral devices.
- Press the power button to turn on computer.
- If a startup menu opens, use the arrow keys to select Start Windows Normally , and then press enter .
- After reconnecting each of the peripheral devices, you should run Windows Update and HP Support Assistant to update all device drivers.
If that doesn't do any good, try to reseat or swap the memory modules from the memory bay after removing the back cover doing a hard reset & following all the elctrostatic safe environment.
Restart system & check.
