I understand that you are unable to log into windows, it takes you to a reporting error screen. Can you boot into Safe Mode? Windows 8 Safe Mode, please see the section on "Entering Safe Mode from outside Windows 8".
This should allow you to troubleshoot and provide you some options.
When you hear a scratchy noise, do you know where it is coming from. Here is a link to Testing for Hardware Failures (Windows 8), if you think it is hardware.
