I understand you are having issues with your HP Pavilion dv7-3165dx Entertainment Notebook PC not starting up and that when it fails to start the cap-locks light blinks twice. I am providing you with an HP Support document: Computer Does Not Start and the LEDs Blink or the Computer Beeps, where you will see that the light blinking twice like that is an indication of Notebook BIOS corruption failure.
