Laptop stuck at Starting Windows

Last Friday I had a problem with my laptop (HP Probook 4730s, Windows 7 Professional). The first thing i noticed was when I booted the pc, the motherboard flickered twice, which wasn't normal.

Afterwards it was stuck at "Windows starting". I had to shut it down manually en started, after 2 failed attempts, Safe Mode. I preformed a clean boot but it still ends up the same.

To be sure there was no virus, I preformed a scan with Bitdefender 2013 and it didn't found anything.

 

The day after i made a rollback (recover point) and after that i wasn't able to go to Normal Mode and even Safe mode again. When going to Safe Mode there was a black screen with only my mouse (so no account screen). Every other option at F8 had no effect.

I did every systemcheck HP had to offer at the BIOS and I used a cd with Memtest86+. Nothing was wrong with my pc.

 

Finally I used a repair disk and did a boot repair, i got this:

With cmd i did: bootrec.exe /fixmbr , bootrec.exe /fixboot, chkdsk c: /f, sfc /scannow but it still wouldn't start

 

Do I have to reinstall Windows?
