Will it let you boot into either Safe Mode or the BIOS at all?

I have a few things you can try, depending on what you're able to get into.

If you can enter Safe Mode (Windows 8 Safe Mode), you could try the Refresh or Recovery from there. From what you've posted this could be a long shot, but would be the easiest if it's possible.

If you can't enter Safe Mode, then I would like you to try using the HP System Recovery from the startup screen (screens that pre load prior to Windows). This document will explain how: How to Perform an HP System Recovery.

If you're unable to do that or it fails, the last thing would be going into the BIOS. From here you could run a check to see if the Hard drive has failed: Testing a Hard Disk from the BIOS. This will let determine if that's failed.

Hoping that the first or second suggestion is possible and corrects the issue for you. Let me know how it goes for you and the results.
