OS: Dual Boot Windows 7\Windows 8.1

I normally shut off the notebook by selecting "Sleep". So I rearly reboot unless a Windows update requires the action. In the pass few weeks I noticed as the notebook restarts the following is displayed: "Thermal shutdown occurred. The system BIOS has detected that your notebook PC was put into hiberation or shutdown.... System Temperature (90D).
I have cleaned out the airvents. I performed a hard reset. I should reword what I just wrote. I have performed multiple resets in succession in order to display the Windows 8 login screen. During this process, the notebook's fans are running very loud. In order to reduce the fan speed, the loud spinning fans, I place the notebook to sleep then awaken it.
What steps should I take to fix this issue? Restarting the notebook results in the System Temperature (90D).
