I understand the computer doesn't turn on and the Cap Locks light blinks. This normally indicates a hardware failure, but I will do my best to assist you! To troubleshoot, I would encourage you to try the steps on this HP document: Computer Does Not Start and the LEDs Blink or the Computer Beeps
