Sometimes those system disabled codes get generated as a result of some kind of hardware failure such as a hard drive going out on you.
I would run the hard drive diagnostics test in the BIOS (you can usually access that with the F2 key at boot up), and see what it reports.
If the hard drive passes the tests, you can reinstall W10 as follows...
Use the Media Creation Tool. Make the 64 bit installation media.

You can make a W10 USB flash drive installer using an 8 GB flash drive using another Windows PC, since your PC is not working.
W10 will find the product key in your notebook's BIOS, install and automatically activate once you are connected to the internet.
Here are the steps to create the W10 USB flash drive installer...
Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10. You want 64 bit.
Then you can install the drivers and available software from your PC's support page.

You can also find the service manual under the user guides section on the above support page if you need to replace the hard drive due to receiving a failure code.

Okay, it started up and said it had no bootable device and to insert a boot disk so would I have to buy one?

I am a computer professional and own several HP laptops.
For Christmas I bought my wife an HP Probook X360 440 G1 (2 in 1 with touchscreen, i5 processor, 8GB of Ram, Windows 10 pro)
This morning I went to set it up for her. We got to the point where windows updates were being installed when a blue screen error was returned. The setup automatiacally restarted, I went back through the process, was back at the point that updates were being installed and again got the blue screen error. Again the system rebooted itself, I went back through the process and yet again got the blue screen error.
At that point I turned off the system, got on my computer and researched the error a little bit.
The error being returned is Stop Code: DRIVER IRQL NOT LESS OR EQUAL. What failed: ipeaklwf.sys
My research indicated that this is a known issue that can probably be solved by uninstalling the hpvelocity program.
Unfortunately I have never gotten through a full boot up so there really is no way for me to uninstall anything. I attempted to boot up iin safe mode but since the system had never collected credentials, etc. I hit problems.
So, I have a brand new, fairly expensive ($900.00) computer that cannot be booted up to complete setup. It is also the day after Christmas so not exactly a wonderful day to be trying to return a product.
As I said, my research indicates that this is a known issue that HP has not bothered to fix. In the HP forums I found the solution was to uninstall hpvelocity (as I indicated earlier). According to the forums hpvelocity is only needed in a thin client environment but is installed by default even though itr is not needed.
This is totally unsatisfactory. I am used to a much better experience with HP products. Since this is a toally new computer I am not willing ot sit through hours of time with support or researching issues. I am returning the computer and will be replacing it with something more reliable and it probably will not be an HP product.
I bought a second hand laptop and I reset it. But during setting up, on “Account” section it freezes up. Please help.

I reviewed your post and I understand that sometimes the computer goes to automatic repair and the battery is not getting charged.
Don’t worry, I assure you I will try my best to get this sorted.
In order that I may provide you with an accurate solution, I will need a few more details.
While you respond to that, I recommend you download and install HP support assistant from the below link and install all the updates.
Here is how it is done.
Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
Click Check for updates and messages to scan for new updates.
Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
Click the update name for a description, version number, and file size.
Select the box next to any updates you want to install, and then click Download and install.
Perform any other update management actions as needed.
Postpone an update: Click Remind me, and then select a time preference.
Delete an available update: Click the Delete icon to remove the update from the list and record it in the action log.
Review updates status: Click Action log below the list to view installed, postponed, or deleted updates.
